Speaker Biography:

Danny Werfel led the Internal Revenue Service (IRS) at two different points in his career, first as Acting Commissioner in 2013 and later as the 50th Commissioner from 2023 to 2025. In this role, he oversaw the nation’s tax system, which collects approximately $4.1 trillion annually—about 96% of total U.S. gross receipts. During his most recent tenure, he drove a historic transformation of the IRS, including an unprecedented hiring surge, the rollout of more digital solutions in two years than in the previous two decades combined, and targeted management reforms that delivered record gains in customer service, processing speed, and revenue collections.

He also led the development and launch of Direct File, navigating complex stakeholder dynamics, overcoming long-standing institutional and technical barriers to agile development inside the IRS, and guiding the program through intense public, political, and industry scrutiny. Under his leadership, Direct File became a proof point for reimagining taxpayer-facing digital services and elevated the question of free filing to the forefront of national tax policy.

Danny’s career spans leadership roles inside and outside government. Before his 2023 appointment, he served as global leader of Boston Consulting Group’s Public Sector practice, working with agencies worldwide on finance, service delivery, transformation, and risk management. Prior to joining BCG in 2014, he spent more than 15 years in federal service, including being installed by the President to serve as Acting IRS Commissioner to address a high stakes organizational crisis.

At the Office of Management and Budget (OMB), Danny was Controller, leading governmentwide financial management, reporting, improper payments, and systems initiatives. He was later elevated to Acting Deputy Director for Management, responsible for procurement, IT, personnel policy, and performance management. He also played pivotal roles in implementing the American Recovery and Reinvestment Act and coordinating the federal response to the FY2013 budget sequester. Earlier in his career, he served as a Trial Attorney in the Department of Justice’s Civil Rights Division.

Today, Danny is Executive in Residence at the Johns Hopkins School of Government and Public Policy and a Distinguished Fellow at Duke University’s Sanford School of Public Policy, where he advances civics literacy and public leadership. He writes a column for Bloomberg called, By All Accounts. And he serves on the Strategic Advisory Board of the Alliant Group and the digital media company Clipbook.

Danny holds a Master’s in Public Policy from Duke University, a Juris Doctor from the University of North Carolina at Chapel Hill, and a Bachelor’s in Industrial and Labor Relations from Cornell University.
